Creating conditional hurricane chart

Trying to figure out how to sort my data into the format of the hurricane chart below. I have the avg pay timeliness data, but it exists as a new mesasure so I can't just create a conditional column basing my rules off of it.

 

What dax functions or solutions can I use to format the different 'avg pay timeliness' into these 5 categories?Capture.PNG

You give too little information to get a clear picture of your needs;

Can you provide some sample data in your tables (exclude sensitive data) with Text format and your expected result with backend logic and special examples. It is better if you can share a simplified pbix file. You can refer the following link to upload the file to the community. Thank you.
