    That's because the "Allexcept" cleared the context. Please try the formula below or adjust it.

    Avg Discount % =
CALCULATE (
    AVERAGE ( Sample[DISCOUNTPERCENT] ),
    ALLEXCEPT ( 'Sample', Sample[ID], 'Sample'[Order Date].[Year] )
)
