Create measure to count how many weeks have number of units in ranges based on ramp filter

I have my data set up like the table on the left.  I have measures set up to calculate the average, +15% average and -15% average plus double the average but want it to be standard for each ramp, not by week when I pull it into a table.  Is there a measure I can create to count how many units are within each of the bottom ranges (double average, above average, constant average, below average) based on whatever ramp is filtered on the page using a slicer?
