Create a table from multiple ones

Hi everyone,
I am new to Power BI, every help is appreciated 🙂

Problem: I have 3 input datasets (see INPUT) where there are a set of documents(content) that is accessible by groups of users (group) but access can be given also via specific groups.
Specific groups are made to allow a subset of users in some group to access documents.

Need: I want to find a way to build the table (see OUTPUT) where I have all the users that can access the documents via the groups or the specific groups.
