    I am not sure if I understood your question correctly, but please check the below picture and the attached pbix file.

     

     

     

    Product ID CC =
SUMMARIZE (
    FILTER (
        Table1,
        Table1[Load date]
            = MINX (
                FILTER ( Table1, Table1[Load date] > Table2[TimeStamp] ),
