Can you try the following:
1. Create a new measure (Measure = COUNTROWS (TableName)
2. Drag the visual on to your Power BI Canvas.
3. Place "State" on x-axis
4. Please Strain in Legend
5. Drag Measure into Values.
Should give you what you want.
