Create a Dashboard table with 2 data sources

Hello dear friends,

After 3 days of desperate efforts, I decided to seek for help.

I have 2 data sources (1 that we receive every month and 1 that is annual/stable where we have all the 12 months).

I would like to create a Forecast table with 12 columns for each month with only 1 condition.

The condition is the following: if we have the monthly table for a specific month then take the values of that very table. Otherwise, if we don't have it yet, then temporarily take the values of the annual table.
How can I achieve that if anytime when I try to create an "IF" mesure, I don't see any notion of "Month" among my choices to use in my formula?

@Anonymous  Have you tried using the DATE function along with your IF function?

Example Measure =
IF ( VALUES ( Table[Date Column] ) = DATE ( 2023, 11, 8 ), 1, 0 )
