Count Roster Based on Date Column

I have a document that is updated every month with the business unit's roster information.  I want to create a measure that counts the roster size dynamically with the Date function.  See example below.

So the roster size for April would be 4 and for May would be 5.  I apprecaite any assistance!

According to your description, if you prefer a measure, here's my solution.

Count =
IF (
    ISINSCOPE ( 'Table'[Roster Date] ),
    COUNTROWS (
        FILTER ( ALL ( 'Table' ), 'Table'[Roster Date] = MAX ( 'Table'[Roster Date] ) )
    ),
    COUNT ( 'Table'[Roster Date] )
)

Get the result.
