Conversion of Date in a row based on Known UTC offset

I am trying in Power BI to create a custom field that takes the value of one field, applies a UTZ Offset to give the local time of the row.  As you can see I have the Original UTC stored date / time value and the known UTC offset value.  How would I create a custom field applying the conversion of these two other fields?

 

Original Date/Time ValueUTC Offset ValueCustom Local Date/Time
