Configure datetime field timezone mappings and format for data sets / workspace programmatically

Wonder how to configure datetime field timezone mappings and format for data sets / workspace programmatically in power bi desktop? Power BI service use UTC timezone, but would like to use different timezone mapping and format for datasets in the power BI report depend on the end customer location. Thanks!
