I want to color individual rows differently based on the value in matrix (It's not alternating rows). Is that possible in Power BI?

@NidhiBhusari , If this is a single measure, the color scale option should do conditional formatting in the matrix.
If you want only few colors you can use color measure
1) Try Color Scale
2) Try Field formatting using a measure
example
Color sales = if(AVERAGE(Sales[Sales Amount])<170,"green","red")
Color Year = if(FIRSTNONBLANK('Table'[Year],2014) <=2016,"lightgreen",if(FIRSTNONBLANK('Table'[Year],2014)>2018,"red","yellow"))
