Conditional formatting has not been fully implemented in Power BI tables, correct?
From what I'm reading, Microsoft has not yet fully implemented conditional formatting in tables, in Power BI. I can see this is possible with a measure, but not possible with simple data in a table. ...

Based on my test, Conditional Formatting feature is available for measures instead of column fields in a table visual currently. For more information, please refer to "Conditional formatting in tables" section in this article: Power BI Desktop May Update Feature Summary.
For your requirement, I will report it internally and will keep you updated if I get any feedback.
