The Power BI conditional formatting is one of the most confusing interfaces, you're not alone!
The 33 percent that you're looking at, actually means bottom third of your data, so looking at your screenshot, you have percentages greater than 1000%. If you're wanting 33% as your threshold, you need to set 0.33 Number instead of 33 Percent. You'll need to change that for all the values.
