I have a dataset that looks something like this
Amount | Refund10 | Refund20 | Refund30 |
30 | Refund | Refund | No Refund |
40 | No Refund | No Refund | Refund |
50 | Refund | Refund | No Refund |
60 | Refund | No Refund | Refund |
I have a whatif parameter where the users can enter numbers between 1 and 100 in increments of 10. I want to filter the amount column based on what the user enters. So if a a users enters 10 then amount will be filtered based on Refund10 column.

You need to unpivot the table and then extract number in Refund10/Refund20/Refund30 ,etc.
https://radacad.com/pivot-and-unpivot-with-power-bi
then create a relationship with whatif parameter table
Now you could filter the amount column based on what the user enters
Result:
