Conditional Formatting to Time Variable Targets

Hi there,

I am trying to create conditional formatting rules on the table at the bottom, which will reflect the targets set in the table to the right of it. However the table and the targets change as a slicer at the top selects a date range. I need the formatting to be dynamic with the changing period.

Appreciate any tips as well as anyone who can point me in a better direction for the whole dashboard. I'm fairly novice and I'm sure there's better ways to do things, which I am open to learning!
