Im adding conditional formatting icons to the matrix and the icons are not getting updated according to the condition applied. unable to figure out the issue tried many ways, Can someone help me to figure out this? Adding the screenshot for reference.

Are you sure if your Sum CM column is having data as a %.
In case if you have applied % as a data format on top of numbers your conditional formatting might not work as it will get input as Numbers.
i.e. Your 34% might be 0.34 as per the originial data without data format of % applied.
In such case, instead of applying conditional formatting on %, try doing it on Numbers, with 0 as min value and 1 as Max Value. i.e. 100% is 1, 40% is 0.4, 34% is 0.34 etc.

it looks like that is a totals line and the formatting is being applied to values only, not values and totals.
