I have created a new rule in conditional formatting for a % Column. I need to highlight the values that are less than 85% only - so I created a rule and set it have set the rule to colour RED when value > 0% and <=85%. It doesn't allow for just one rule condition i.e Less than 85%. However - its also highlighting some values that are above 85%. See screenshots:
