Conditional Formatting between two values

I have a measure that has a % based on time (50% complete on day 10, 55% complete on day 11, etc).

On the production chart I have four categories and the % complete each category (project) is.

As an example, project one is 45% complete but should be 55% (based on daily % completion value).

How do I do a conditional format to where  if % #1 < % #2, then bad/good (red/green), etc. ?

@PBInonpro , you can create a measure and use that in conditional formatting using field value option

Color Date = if(FIRSTNONBLANK('Date'[Date],TODAY()) < date(2022,04,10) ,
Switch(true(),
[SLA] = 1 , "Green" ,
[SLA] >= .75 , "Amber" ,
"Red "
) ,
Switch(true(),
[SLA] = 1 , "Green" ,
[SLA] >= .5 , "Amber" ,
"Red "
)
)

or

Switch( True() ,
[Percent] =1 , "Green"
[percent] <.75 , "red",
[percent] <.99 , "Yellow"
)
