HI I want conditonal format background if the values are greater than then the column subtotal. Thanks for your help.

According to your description, make the following settings in conditional format. Refer to the following:

M_1 =
IF (
    HASONEVALUE ( 'Table'[Dietary] ),
    MAX ( 'Table'[Dietary] ),
    CALCULATE ( AVERAGE ( 'Table'[Dietary] ), ALL ( 'Table' ) )
)
