According to your description, make the following settings in conditional format. Refer to the following:
M_1 =
IF (
HASONEVALUE ( 'Table'[Dietary] ),
MAX ( 'Table'[Dietary] ),
CALCULATE ( AVERAGE ( 'Table'[Dietary] ), ALL ( 'Table' ) )
)
