Conditional Formatting - Comparing Measure value

Hi,

I am trying to compare two measure values, and display indication of good or bad based on the results.

I have the below table and if % of Promo Product in Dept A is more than same % in Dept B, I want to show a sign / image in the visual

Example output:

Is Conditional formatting the right way to do it ? OR should I use other feature from PBI ?
