Conditional Column - Elseif Match In Transform Data

I am trying to use a conditional column in the transform data menu to convert from an encoded status to a text value. However I always get the "Else" result when using this method, and no method seems to reliably provide the specified text value. I tried different data types with no luck still. Below is a screenshot of the transform data table, and my formula at the top - any help is appreciated!
