Complex two-dimension Date solution

Hi - I am new to Power BI and have a complex problem that I am struggling with. I want a timeline graph (cost%revenue) but the denominator (revenue column) keeps on shifting based on date. Adding to the complexity of the problem is that there are 2 datasets and both of them have dates. I want to plot the dates even if there is no data in that date (i tried selecting show even if there is no data but thats not working either). Also, there can be additional conditions (filters, slicers, etc) which I have not shown in the sample data for now. I have shown what I have been able to achieve, but any help on what I want to achieve will be really great.

@ITactuary Maybe something like Open Tickets? 
Take a look at these two Quick Measures as I think you want something like them.

1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.

Hi @Greg_Deckler thanks for pointing me to Generate function. This is similar to what I need - I should be able to tweak this function to my desired solution. Thanks a lot for your help!
