Hello,
I am looking to recreate the image below in Power BI Desktop.
There is definitely DAX time intelligence involved here. I believe I will also need to create a Comparison Date table as well.
Any help would be much appreciated.

Assuming you have a date table connected to your fact table, you could try the following measures:
Users = SUM('fact'[Users])
Prior Year Users = CALCULATE([Users], SAMEPERIODLASTYEAR('calendar'[date]))
Hope this helps or gets you going in the correct direction.
