Does power BI have the ability of making a comment visible only to the person(s) being tagged, and invisible to others?

Currently, comments do not support such a feature. Anyone with access to this dashboard or report can see this comment. You might consider voting for the following idea:

Microsoft Idea (Private Comments)

It is a place for customers provide feedback about Microsoft products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
