Try the settings of the Table Visual, Visual > Cell Elements > Data Bars
This is amazing and it is exactly what I was looking for. I just don't know how to get to the following,
Add data bars
To show data bars based on cell values, select Conditional formatting for the Affordability field, and then select Data bars from the drop-down menu.
In the Data bars dialog, the Show bar only option is unchecked by default, so the table cells show both the bars and the actual values. To show the data bars only, select the Show bar only check box.
You can specify Minimum and Maximum values, data bar colors and direction, and axis color.

Honeslty they should probably update the documentation as you're likely on the latest PBI version like me. Do you see a FX button? You can click on that to get the conditional formatting.

I can get to Conditional Formatting options without any problem, which is working great,
and now my report is exactly what I was asking for except to assign the colors (Green) based on the duration.
No I don't see a FX button anywhere.

It looks like the latest version of Power BI has the option under Conditioning Formatting.
