Combining data types for bar chart

I have data that includes budgeted amounts, actual amounts and forecasted amount (cost types). When I use a bar chart and have the types as the legend it shows all 3 categories separately. What I would like to do is combine the Forecasted and Actuals into a single bar, but still have them be separate colors so it's easy to distinguish between the two. Is that possible?

On standard bar charts that isn't possible, as far as I am aware. This custom visual may help https://appsource.microsoft.com/en-us/product/power-bi-visuals/WA104381140?src=office&tab=Overview

However I haven't really used it yet to confirm if that is what you are looking for.

Sinfulness when I want to combined forecast and actuals I use an intermediary measure of the difference so I can layer them. Then ensure the full values are displayed in a tooltip.
