Color coding Sales Quotas in table

Are there any good tutorials out there or can someone explain how to use conditional formatting to color code a column of Sales history against a Quota column? I tried using Gradient but am getting v...

    Hi jdubs I created 3 measures, 2 are simple sum

    MeasureSales = SUM(Sheet23[Sales])
    MeasureTarget = sum(Sheet23[Target])

    and third is 

    %KPI =
        DIVIDE([MeasureSales],[MeasureTarget])
    Adjust Sheet23 to your Table name. Rules for conditional formating shown on picture below. I hope this help.
