Clustered bar chart bars all show same values

My clustered bar chart is showing the same values for all the bars. Below is a picture of my chart and the relationships. Any help would be appreciated. I think it is a relationship issue, but can't figure it out.

Hi @ahhollan ,

 

The reason for this phenomenon is that 'Query1' [Fiscal Month] is not able to filter [Sum of quantity] and [Target hours]. If [Sum of quantity] and [Target hours] are fields, please tell me which table they come from, and if they are measures, please provide the code of them. Thanks.
