Change DAX formula to Power Query formula

Hi,

I have created the following DAX formula:

This formula doesn't work in Power Query so I want to convert this formula to a Power Query formula. When I do this it gives me errors on CALCULATE and COUNTROWS because these two are not in Power Query.
Are there any alternatives for this part of the formula, so it works in Power Query?

@Anonymous Power Query uses M language and that is DAX so none of it is going to work. You will need to rewrite it in M. Would be very helpful to have example data and expected output from that sample data.
