I’ve created a report in Power BI Report Builder with 2 parameters (CaseID, ClassMember), then published it as a Paginated Report on Power BI Service and published the report in Power BI service or fabric.
First, why do you have TWO parameters when it appears that the second is simply using the first in a concatenation?
Suggest you eliminate the second paramter and any place you need that string, simply concatenate the literal string of "Total Class Members-" and the first parameter value.
Second, check the Advanced settings of the second parameter. Is it "Always refresh"?
