You are able to define query parameter or data source parameter and create Power BI report template in Power BI Desktop, please refer to the following blog to get more details.

Helper IThanks but can you explain how to get parameter B to change based on the selection in Parameter A i.e. cascading parameters.
Defintion is one part but cascading was not good in SSRS and so we built a web wrapper to handle this.
Will we need another web wrtapper in Power BI?

Power BI doesn't support cascading parameters, about this issue, you can submit a feature request in Power BI ideas forum.
