This is a known issue that has been fixed on the latest version of power bi desktop(Sept 20) Please update to the last version to fix this.

@v-shex-msft , I am on the version 2.109.642.0 64-bit (September 2022) and do not have any option to conditionally format the card value.
Any update?
Update to a newer release. It works for me and I always get the newest release.
I am observing the same issue on Version: 2.109.642.0 64-bit (September 2022). My old conditional formatting rules are still applied but I can't change them or create new ones. I also can't add new ones on newly created Card visuals.

I check on my side and the conditional formatting of the card visual and it works well. What version of power bi desktop are you testing? Which type of field values are you using in the card visual? Please share some more detail to help us clarify and troubleshoot this.

Going in the card is a simple percentage calculation, nothing fancy. Just trying to make it red if under 0.0%
