Cant create Power BI account - email never received

HI Folks,

 I am trying to set up SSRS2016 to work with Power BI.   When I try and create a Power BI account using my Azure Active Directory user, it says "Great now check your email"  but no email is ever received.

The A/D account has an alternative email set up for it, but nothing is ever received at this address either.

Does anyone know how to set up a Power BI account using an Azure Active Directory user?

When I logged into Office 365 Admin center using my power Azure A/D user account using the link provided, I could not find a "Billing or Subscriptions" menu.   Under "subscriptions"  it says:-

You don't have a license to use Office 365 with the user ID assigned to you by your work or school. Ask your admin to assign one to you. If you're an admin, you can assign one to your account.
