Not sure if this is a PBI issue, or a computer issue - but when I work in the filter pane the black text is no longer visible unless I scroll down to it:
Is there a setting that I need to tweak somewhere to fix this?

It appears that the text color in your filter card’s dropdown menu has turned white, making the options invisible due to the white background of the filter card input. I’ve tried almost every theme setting but couldn’t find an option to change the font color specifically for the dropdown menu. To reproduce a similar issue, I set the dropdown background to black on my end.
By adjusting the dropdown’s background color to black, I was able to make all options visible again. You could try setting the dropdown background to a contrasting color, such as black, red, or green, to ensure all options are displayed clearly.

This works! Although not ideal I am actually quite glad it wasn't just me that couldn’t find an option to change the font color specifically for the dropdown menu!

In your report go to view tab and change to diferent theme to see if the problem persists.
NOTE: THIS WILL CHANGE THEME OF YOUR REPORT, IF THIS WORK UNDO CHANGES AND THEN CUSTOMIZE YOUR CURRENT THEME FILTER PANE
If above solutiion work, and you want to go back to your previous theme, just undo and then customize your theme filter pane as you can see bellow:

Thanks! Interestingly a lot of the themes have the same issue - but I can use Bloom (very colourful) and that works as intended, so it's clearly a setting somewhere.
However, trying to change those specific filter pane settings hasn't worked for me - I recently used a custom view and I wonder if it had had an impact beyond what I was expecting.
If Bloom theme work, you can personlise that theme for what you want by choosing "customize current theme".

Its strange that the problem persists with other themes, make sure tha you're running the latest power bi version:
