Can i add a checkbox column in my table in powerbi report where user can tick or strike off based on each row of that table or selected row and then submit a button and notifies me through mail.

It's not supported in power bi currently, you might refer to the similar thread for more hints:
In a data table, it is impossible. But you can use a filter or slicer for a field in a table there the user will be able to select whatever they want.
