Can I use the filter in Query Editor for 10 depts in an organization for the security issue?

If don't use the RLS function, can I use the filter in Query Editor for 10 depts in an organization for the security issue?

For example:

There are 10 departments in an organization. After the data model and report is created, use a filter in Query Editor for each department, save/publish the 10 reports (for 10 departments; one to one), create 10 groups with Power BI Service, and then assign users to the 10 groups. So, the users from department X can only view the data/report for department X.

Can this work?

Yes, it will work. Maintenance nightmare, but yes.

@Anonymous you can surely do that, nothing is stopping it but what is the point of making non-scalable solution when this can be easily achieved by RLS, you have to have logical reason why you want to use this approach.

@parry2k1st, I am curious about this way if it works. 2nd, the underneath data is very dirty but clients want to see the results asap; a scalable solution could be a phase-2 task...

@parry2k - Could be something like alerts/subscriptions, there is certain functionality that gets turned off when using RLS. That's my only thought.
