Can I make multiple nested card visual with scroll ability ?

Multiple Card Visual

I want to make a multiple card visual in 3 rows to show all the top 5 Laptop in each tier. The size of the visual must not be scaled when I minimize the viz and can be scrolled to the side to see all cards. Is it possible to make it without relying on external tools or coding skills ? I'm not a coder - so I've tried it on Charticulator, but the nested chart that I imported to PBI doesn't have the capability to do so.

You could custom the Page size and change the Page View to Actual size.
