Calculation Error

Could you explain a little on the following measure? Why do you sum on the "SurveyID" column instead of count on it? And what's the logic of whole formula? 

% of Row Total for Month 2 = DIVIDE(SUM(Sheet1[SurveyID]),CALCULATE(SUM(Sheet1[SurveyID]),
    ALLEXCEPT(Sheet1,Sheet1[Date of Survey].[Date],
        'Sheet1'[Date of Survey].[Day],Sheet1[Date of Survey].[Month],
        'Sheet1'[Date of Survey].[MonthNo],'Sheet1'[Date of Survey].[Quarter],
