Calculating Product Cost

Hello 

 

I am working on a Power BI measure that I can't figure out.    I have a table with Products (table A), rates (table B)  for base or overusage fee and type (table C) where it indicates where it base or over

I would like to calculate the total by 

Product x Rate where base + Product x Rate where overusage 

 

Can someone help?
