Calculating Performance Percentage from 2 Tables with condition

Hi Everyone, I need help in creating a performance compliance percentage table from 2 different tables. Data Table Input 1 is the actual performance of employee who created a tag on a monthly basis. Data Table Input 2 is the Target Tag Creation per Employee per Month.

The expected output table should provide me compliance percentage per month. Now, there is a condition here, the target tag creation per employee per month is only 1 Tag per Month per Employee, regardless if the employee created 2,3,4, and so on, it will only count as "1".  I have attached an excel file for better understanding and data manipulation. Google Drive

Hi @PHEstaciMa1

Your tables have to be unpivoted and you'll need to create dimension tables to connect the two fact tables.
