I have a very similar issue to another post, but the solution doesn't work for me - it always calculates the % of all time in visual and not year-wise as in here : https://community.fabric.microsoft.com/t5/Desktop/Calculate-Percentage-of-Column-Total/td-p/1016050
So my eqvivalent of :
Percentage_ALLSELECTED =
DIVIDE (
SUM ( 'Table'[Sales] ),
CALCULATE ( SUM ( 'Table'[Sales] ), ALLSELECTED ( 'Table' ) )
)gives me :
My difference is that the underlying rows have date in day.month.year format and the aggregation scope in visual is defined by field parameter, so that user can select wether to view one day,week,quarter or year at a time.

That didnt work either, but i solved my problem trough duplicating the column and using the "show values as column %" or something of that sort.

You can try the same calculation with small modification.
Percentage_ALLSELECTED =
DIVIDE (
SUM ( 'Table'[Sales] ),
CALCULATE ( SUM ( 'Table'[Sales] ), ALLSELECTED ( Date column ) )
) I hope you have created the field parameter from date hierarchy only. Year, Qtr, Month and Days.
