I'd like to create a new column that calculates the percentage of hours as it relates to the sum of the hours, and do this by project #, and by the D/P column. For example, the value I'd like in the new column in the first row should show .4867 because 11.38/sum(11.38,8,4)=.4867. I'm not sure where to even start. Thanks.

You can refer to the following column
Column =
VAR a =
CALCULATE (
SUM ( 'Table'[Hours] ),
FILTER (
'Table',
[Project #] = EARLIER ( 'Table'[Project #] )
&& [D/P] = EARLIER ( 'Table'[D/P] )
)
)
RETURN
DIVIDE ( [Hours], a )
