Calculate Function Summing too Many Rows

Hello,

I am attempting to perform a pretty basic calculate function that takes the sum of a column, based off what the max date is in two other columns. My logic is that PowerBI will only take the sum of the values that match the max dates in the other columns. I am using the below measure:

State - 2018 Employees v2 =

CALCULATE(sum('State Data'[attributes.value]),

FILTER('State Data', 'State Data'[attributes.lastModifiedDate] == [State - 2018 Max AsofDate]),

    FILTER('State Data', 'State Data'[attributes.periodEnd] == [State - Latest Date 2018]))

Now mind you that the two measures I am comparing it output the dates:

[State - 2018 Mas AsofDate] = 12/31/2019

[State - Latest Date 2018] = 12/31/2018

Both of these measures are correct.

Now please see an image of the data:

As you can see the Value that matches up with the measures above = 242. 

Yet my issue is that when I put this measure into a matrix, it is summing both values in the [attributes.value] column. Please see the the results below.

Any help on why it is summing the entire column, and not just the dates that equal exactly those measures, will be greatly appreciated.

@PeteSil1020 It's probably because it is a single table and CALCULATE isn't really any good with single tables. Try this:

State - 2018 Employees v2 =
  VAR __Table = FILTER('State Date', 'State Data'[attributes.lastModifiedDate] = [State - 2018 Max AsofDate] && 'State Data'[attributes.periodEnd] = [State - Latest Date 2018])
  VAR __Result = SUMX( __Table, [attributes.value] )
RETURN
  __Result

@PeteSil1020 Could be an issue with your measures. Hard to say without some sample data and all of the formulas involved to recreate it.
