Calcular Personas Activas por Mes

Buenos días, tengo el siguiente problema a ver si alguien amablemente me puede ayudar:
Tengo que contar mes a mes las personas que estan ACTIVAS (dadas de Altas) segun una fecha pre establecida, o de ingreso.

Tengo las siguientes columnas:

Fecha Ingreso / Apellido / Institucion / Fecha Baja

 

Esto lo tengo que filtrar mes a mes para saber cuantas Personas hay ACTIVAS, sino hay bajas.
Desde ya muchas gracias
