I am trying to count the rows in my table1 for which columnY contains the words "Ready for CAB"
The formula returns the number '1'.
RFC Count = CALCULATE(COUNTROWS('Table1'),FILTER('Table1','Table1'[ColumnY]="Ready for CAB"))
so I simplified and tried this below and it still returns "1".

Have you got any filters on the Page or on All pages?
The RFC Count as you've written it should return 8 if ther's no filters and [ColumnY] def contains that text.
Can you post your table?

I got this to work in my original report. I have another report that is using the first report as a source. I could not get this to work on that second report - only in the original. It's a work around, but it will do for now. Thank you.
