Bullet Chart with a horizontal static bar

Hello Everyone, 

Thanks in advance. 

I need to create a bullet chart with actuals and forecast value. Also, I need a one bar on the top of the bullet chart to compare with the over all budget. 

Some thing like the below chart but the actuals and forecast will be bullet. 

Is it possible?
