Bugs or config error: Number formatting of data and total labels (stacked column chart)

Version: Power BI Desktop Feb 2021

Field formatting doesn't seem to work as expected in charts. Am I missing something or is this a bug?

For example, I have a field formatted as currency and I'm using the stacked column visual. I'm experiencing two problems:

  1. If I don't use a field for the x-axis, e.g. if I want the column to aggregate across all years, the data labels totally lack the defined field format.
  2. If I do use a field for the x-axis and include total labels, formatting works for data labels but doesn't work for total labels

I've never noticed this before.

Is it new / is it a bug / is there a solution / am I doing something wrong?
