    Please try the below measure.

     

    Bottom Cities =
    CALCULATE (
    [Total Sales],
    TOPN ( 2, FILTER(ALL ( CityTable[City] ), [Total Sales]>0), [Total Sales], ASC ),
    VALUES ( CityTable[City] )
    )
