Hi - I have looked at all solutions here for the bookmarks to work and NONE are working....I do NOT know why! I know a couple mentions updates as the culprit BUT these are long ago.

It appears that your bookmark buttons in Power BI Desktop are not functioning as expected despite correct setup. This issue can often arise if the bookmarks were not properly updated after setting the desired visual states. To resolve this, ensure that each bookmark is capturing the correct visibility and filter state by selecting the desired layout and then right-clicking the bookmark to click "Update." Additionally, verify that the buttons have the "Action" toggle turned on, with the action type set to "Bookmark," and are correctly linked to the corresponding bookmark. From your screenshot, it’s good that “Allow Deselect” is turned off, as this helps maintain button selection behavior. Also, make sure all related visuals and buttons are on the same page and are not grouped in ways that interfere with visibility toggling.
Use the Selection Pane to manually check what each bookmark is showing or hiding, and confirm that visuals are properly layered. If the issue persists, try deleting and recreating the bookmarks and buttons. Finally, test the functionality in Power BI Service, as bookmark behavior can sometimes differ between Desktop and the published report.

if you are in PBI desktop, assumed you assigned bookmark to button, to run the bookmark you need to press CTRL+Left Click at the button (since pressing Left Click on the button in PBI desktop will select the button and open the visualization options).
however if you are in service (apps) display or workspace display, only pressing Left Click will run the bookmark.
