Hi bw70316,
Based on my research, you could refer to use the Publish to web function in Power BI service:
https://docs.microsoft.com/en-us/power-bi/service-publish-to-web
Or if you have a Premium license, you could create a Paging report in power BI service:
https://docs.microsoft.com/en-sg/power-bi/paginated-reports-report-builder-power-bi

I appreciate your response, but I found this and it was more along the lines of what I was looking for: https://exceleratorbi.com.au/create-a-power-bi-slicer-panel/?fbclid=IwAR1src8inZ_KUz1qhq42hIZmmqJYUfACArhEm_jjweP0QWAhnNK-kYpTDdQ
However, your paginated reports link may solve this problem partially.
